Social Responsibility comes from personal responsibility
Dear Mr. Truong Chien,
This is my little understanding as follow:
In my previous company (specialized in Garment manufactoring & processing), the compliance on Social Responsibility is required by (Europe & United States) customers' requirements. It is about international standards, which help Organization to improve working conditions, to get better benefits from providing better working environment. Corporate Social Responsibility requires Organization to be in compliance with the following subjects: child labor, forced labor, health, safety & higiene, free association & collective bargain, discipline, working time, wage & compensation, management system and even C-TPAT (Customer Trade Partnership Against Terrorism).
This is one of the function of HR to follow up and build up the measurement tool to control it as well as action plan to improve the working standards.
However, in my opinion, social responsibility comes from personal responsibility. I see so many high-educated people throwing waste everywhere on the street. Enterprise nowadays implement CSR as a forced (unavoidable) tasks. Therefore, to fully perform CSR, the first priority is to train people's awareness on the necessarity of CSR and take action.

Fully agree with you that all will be done and acted by people, and the most important person in your company will be the key. CSR talk with people have great vision for human being. CSR will not fit with the business machinery, which machine just try to gain, to gain,… and gain more profits. Very interesting if we can have a chance to discuss with you offline for more detail and deeper about this topic.
