1. When management should be based on company rules?
Always. They should be known, understood adhered to and applied by everybody. Constant reinforcement is absolutely essential, particularly by the leadership team whose responsibility is to "lead by example".2. The knowledge about the staffs' culture is required to obtain a sustainable relationship with the staffs?
Yes. But it does not mean that one should ignore or condone behaviours which run against company rule and regulations. Open communications and courageous dialogue can help sort out difficult cases.-

1. If there is a rule, I think management should always respect the rule . If they feel the rules may not reflect the situation, then give feedback to revise it accordingly
2. To obtain a sustainable relationship with staff, some basic culture knowledge that 1 leader might need to know: Where are they from? Some typical way that culture behave in social / professional setting (for example French love fine dining, America like hang out after work, ect)? what is their believe system? And in most of the case, Know more about their personal life (have they married, how many kids? how old are the kid, where were they born...) is the best way to go through the culture barriers-
