    Team conflicts usually come with poor performance. Other signs of team dysfunction include lack of communication, lack of respect, lack of task-ownership, dilution of responsibilities, lack of accountability and poor team leadership.     maybe you try to identify it by personal character, because if one person has a bad character it can affect the team, try to listen to them one by one so you will know what cause the problem and can cause a conflict. because even if you are of different culture but if they understand each other there will be no problem at all.

    It very complex. Every team has conflicts at least at the "storming" phase.(see:Team Dinamics) Plus cultural differences make the issues more difficult. I fully agree with Allan. You should ask all the payers, and raise basic questions, like:
    - what has happened? (in many cases, the "story" can be very diverse)
    - What did you think, and why?
    - What others did?

    When you have a clear picture, you can identify the origin of the problem. it takes time end efforts. Might be the processes are unperfect, clients, partners, sub-contractors can generate problems, also bad tempered, unmotivated colleagues can be the reason. But according to my experience, the backgroung of the vast majority of the conflicts is simply the communication.
