In opinions, Both leadership and management are necessary for development.
Management is as root of tree, it make you could make everything in your team in right order, in right time.
It makes everything clear and every member feel comfortable when they know well rule and structure of their group.
Leadership is as leaf of tree, a leaf reach to sky and help tree growing. As a mirror, you must have strength in mind, you creat future for your teammates, help them to past trouble and with me, leader must have high responsibility, i never kick "responsibility ball" to my colleague, you can do that only when you understand well your team and your work.

Thank you very much for your comment, and I totally agree with your view. Unfortunate thing is that until now from Enron problem, many corporate governance measures are under taken such as SOX though, we still see very embarrassing cases such as Oympus and Daio paper.
I still can't find the systematical solution to this kind of issues, but can only rely on higher ethical standard of top managements of the company.-
