I often ask questions, instead of answering, in case of negotiation. And this way proved to be very effective in many cases, because:
- This will help you delay a decision (to avoide unmatured decisions) while collecting more information from the other side
- In negotiation, it is helpful to PRETEND to be a silly man with limited decision-making powers. By this way, the other side will keep making concession while you just ask and listen. Asking back a question is a good way that makes you look silly (eventhough, you are NOT)
- Asking back a question will help you gain initiative in the negotiation. You can drive the negotiator's answers in the way that they advantage you. You can ask the questions that the answerer can not refuse or say "No"-

In my view, it is better to ASK a question in the following cases:
(1) I want to get the necessary information;
(2) I want to clarify an issue or concern.
(3) I want to analyze an issue.
(4) Sometime, asking a question can be a suggest or a direction or an orientation for my subordinates to solve a problem.
(5) I want to achieve the set goals.And it is better to ANSWER a question in the following cases:
(1) I want to make a decision.
(2) I want to make a conclusion.
(3) I want to speed-up the process to support my colleagues to meet the deadlines.
(4) I want to provide the necessary information to the stakeholders.

I would prefer asking a question when something looks like its off track, not on target and or when curious. Give answers mostly when asked and answer after I'm clear in my own mind that I'm answering the question behind the question that was really begging to be answered.

I prefer to answer questions by a question.I find being asked questions the ultimate way to unlock all the potential answers I have for myself, and if I don't know, be encouraged to research, learn and development. My goal is not to frustrate the person asking, but to help them think through the problem themselves so I guide them to an answer. That helps them and it clarifies things for me. This is especially useful in complex problems where even stating a questioner clearly is more than half of the solution.

In my opinion, I will ask my staff in stead of answer the question when I am sure that he / she knows the answer but because of some reasons(lazy to think, not invest enough time for the question and answer,bla bla bla...) to push him / her making a question.
